After a leap second, the USNO.BUL file in [SMT.ASTRO] ought to be modified to reflect this. In 1999, it took the Navy 4 days to get around to publishing the corrected data. Meanwhile, it is easy to edit the old USNO.BUL file to correct for the leap second: add 1.0 to the ET-UTC value and 1.0 to the K11 value. After doing this, restart both FAHREN and CONTROL. If the system is using the Rohde & Schwartz clock, that clock must be manually decremented a second after the leap second in addition to modifying the USNO.BUL file. The GPS clock updates right away, so one must modify the USNO.BUL file right after the leap second occurs (at UT midnight = 5 PM MST), stop and restart FAHREN and CONTROL. Someday we may make FAHREN/CONTROL smart enough to work through the leap second, meanwhile ... -Bill
